Project Coordinator/Monitoring and Evaluation Specialist
J Elaine coordinates the CARE for South Asia project activities. She also handles the monitoring and evaluation of the project’s implementation processes, outputs and outcomes.
At RIMES, she serves as the Technical Specialist for Remote Sensing, Geographic Information System (GIS) and Topographic Survey, and the acting Team Leader for the Earthquake and Tsunami Unit. She is responsible for the development of digital elevation model and gridded datasets, and for the efficient and effective delivery of earthquake and tsunami services.
J Elaine has more than 10 years of experience in her field. She previously worked for private companies as a photogrammetric engineer and a geospatial analyst, as well as with the National Mapping and Resource Information Authority in the Philippines as a remote sensing technologist. She holds a master’s degree in Remote Sensing and GIS from the Asian Institute of Technology in Thailand, and a bachelor’s degree in Geodetic Engineering from the University of the Philippines.
